What is the Grants and Partnerships Fund?


The purpose of the Development Innovations Grant Fund is to support civil society organizations (CSOs) and private-sector companies who can propose creative approaches to address development challenges in Cambodia through the use of Information and Communications Technology (ICT).

The Grant Fund seeks to fund the following activities:

  • Design and/or test of ICT Tool
  • Use ICT to test content or messaging with users
  • Improvement and/or localization of existing tool/technology
  • Deployment of tools, including funds for marketing costs, communication strategies and/or promotion of the deployment of the tool.

Grant funding will be supplemented with technical support from Development Innovations’ advisory services and awardees will be asked to share evaluation results and key lessons, and disseminate periodic activities and outcomes with the broader community.

Subject to the availability of funds, the Grant Fund intends to provide approximately 6-10 grants up to a maximum amount of US$ 50,000 each. The grant period of performance should not exceed nine (9) months, with an estimated start date of on/about November 1, 2016.

Who is Eligible to Apply?


In order to meet minimum eligibility criteria for grant award, the applicant or its grant application must:

  • Be a civil society organization or private-sector company, officially registered in Cambodia.
  • Applicants must contribute resources from their own private or local sources for the implementation of this program (at least 5% of total grant must be cost-shared).
  • Use existing technology or create open source technology
  • Any new code developed, unless for an existing technology or platform, under the grant needs to be licensed as open source;
  • Any new content created under the grant needs to be released under a Creative Commons license.
  • Include results of market research and/or assessment of beneficiary needs for ICT
  • Be submitted by the deadline as stated in the RFA.

What are the Evaluation Criteria?


All applications that meet the eligibility requirements will be reviewed by the grant committee and be evaluated based on three (3) sets of criteria (total score of 100):

  • Technical approach (50 points)
  • Management & institutional capacity (25 points)
  • Budget & strategy to leverage resource (25 points)

How to Apply & Important Dates:


To apply for funding, please find the full instructions and guidelines in our Request for Applications. You will need to submit your application using the templates attached:

Orientation session will be held on July 27, 2016 at 9:30AM at Development Innovations office (RSVP is required).

Further questions regarding the RFA requirements should be submitted in writing to grants@development-innovations.org no later than July 29, 2016 by 5:00PM Phnom Penh time. Answers to questions will be posted to our Grant Frequently Asked Questions page.

Application package including the grant proposal and other required documents must be written in English language and submitted electronically via email to grants@development-innovations.org no later than August 26, 2016 by 5:00 PM Phnom Penh time.

A notice of award will be given in writing via email by the Grants Manager to notify both the successful and unsuccessful applicants on/about September 22, 2016.
