What is the Annual Program Statement (APS) looking to fund?


Development Innovations seeks to support civil society organizations (CSOs) and/or private companies that are interested in implementing new or existing programs that:

  • Build capacity and deliver support for Cambodians to increase their knowledge and ability to:
    1. Use ICTs;
    2. Design new ICT tools;
    3. Co-create new ICT tools; and/or
    4. Apply innovative design processes
  • Disseminate knowledge and/or resources about innovative design processes
  • Support the growth of innovative social entrepreneurs and startups in Cambodia
  • Deliver mentorship, internship, and/or vocational support to students (especially women) interested in/or pursuing technology fields

Programs could include, but are not limited to, events, educational/vocational programs, workshops, trainings, campaigns, development of toolkits/resources etc.

Who is Eligible to Apply?


In order to meet minimum eligibility criteria for grant award, the applicant or its grant application must:

  • Be an officially registered entity/organization in Cambodia (NGOs need to be registered with Ministry of Interior or Ministry of Foreign Affairs and companies need to be registered with the Ministry of Commerce)
  • Must follow all instructions provided section 4 of the APS
  • Be submitted by the deadline as stated in the APS.

What are the Evaluation Criteria?


All applications that meet the minimum eligibility criteria and follow all instructions stated in the APS will be reviewed by the evaluation committee. Award will be made to responsible applicants whose applications offer the best value and will be made based on the ranking of applications by the grant committee according to the evaluation criteria and scoring system identified below.

Technical applications will be evaluated based on the following:

  • Technical approach is implementable within proposed timeframe, resources and budget (15 points)
  • Demonstrates clear understanding of problems, target audience and context in which program will be delivered (supported by data, surveys, etc.) (10 points)
  • Activities/program are user-centered, and has been designed incorporating feedback, lessons learned, data, etc. (10 points)
  • Demonstrates plans to integrate user feedback to improve program/resource during and after implementation (10 points)
  • Key personnel and staff proposed have the relevant skills and experience to implement proposed activity (15 points)
  • Includes a clear and strong argument for how this program can be sustainable after the award or deliver sustainable impact (10 points)

In-person presentations will be evaluated based on the following:

  • Must include at least 2 key personnel (5 points)
  • Provide clear explanations and evidence based answers to Evaluation Committee’s questions (5 points)
  • Make clear and reasonable arguments to support proposed activities and objectives (10 points)
  • Shows willingness and flexibility to consider Evaluation Committee’s suggestions (5 points)
  • Understands potential implementation risks and proposes realistic mitigation methods (5 points)

How to Apply & Important Dates:


To apply for funding, please find the full instructions and guidelines in our Annual Program Statement.
DAI will not review concepts that do not meet the instructions listed below or elsewhere in this APS:

  • All applications must be no longer than 7 pages. DAI will not review applications that exceed the 7-page limit.
  • All applications must be submitted in either Word or PDF format via email, and must include include Annex A, B, C & D
  • All applications must be submitted no later than the deadline on the cover page of this APS or subsequently announced deadlines if additional reviews are announced.
  • Funds requested from DAI must not exceed $50,000
  • All applications must be submitted in font size 11.
  • All materials must be in English

The first round of Questions regarding APS requirements should be submitted in writing to grants@development-innovations.org no later than July 23, 2018 by 5:00PM Phnom Penh time. Answers to questions will be posted by July 26, 2018.

The second round of Questions regarding APS requirements should be submitted in writing to grants@development-innovations.org no later than August 24, 2018 by 5:00PM Phnom Penh time. Answers to questions will be posted by August 30, 2018.

Application package must be submitted electronically via email to grants@development-innovations.org no later than October 31, 2018 by 5:00 PM Phnom Penh time. Applications will be received and evaluated on a rolling basis.

A notice of award will be given in writing via email by the Grants Manager to notify both the successful and unsuccessful applicants on/about December 15, 2018.
