Monitoring, Evaluation and Learning (MEL) Specialist Posted on: July 10, 2019 Title: Monitoring, Evaluation and Learning (MEL) Specialist Location: Phnom Penh, Cambodian Period of Performance: July 22, 2019 – November 27, 2019 Background DAI Global, LLC is an employee-owned global development company that has worked with thousands of local businesses and civil society organizations (CSOs) in Cambodia over the past 30 years. Development Innovations is a six-year USAID-funded project that helps civil society organizations and technology companies and social enterprises to design and use information and communications technology (ICT) solutions that address Cambodia’s development challenges. The project focuses on providing advisory services and tech coaching, delivering fee-based ICT services and training, implementing grant activities funded under the Grants and Partnerships Fund, and building capacity of Cambodia-based partners to deliver sustainable ICT services. Responsibility Summary The MEL Specialist will work closely with Research and Training Coordinator to ensure consistent management of project data and collection of data from grantees, partners and project beneficiaries. The MEL Specialist will coordinate with consultants to effectively carry out relevant project assessments and evaluation activities to capture project results, and lessons for that can be used to inform future implementation of ICT and innovation related projects. This position reports to the Chief of Party. Duties and responsibilities include: Support the Senior Evaluation Lead and the ICT Consultant with the Technovation Evaluation (August 2019), providing background on DI activities, scheduling and assisting with key informant interviews (KIIs) and focus group discussions (FGDs); Support the Year 6 Sustainability Evaluation (September 2019) by facilitating partner meetings, providing background on DI activities, scheduling and assisting with key informant interviews (KIIs) and focus group discussions (FGDs); Review data from previous DI programming and work with Program Managers to recommend survey questions, interview strategies and key contacts in support of DI final learning assessments, including Year 6, Technovation and Tech Expo learning documents; Work with Research and Training Coordinator and relevant Project Managers to capture new project data and ensure new data is captured in the TAMIS database system after the completion of final Year 6 program activities; Review final grantee and partner program reports, capturing lessons learned and critical data; these might include #IamRachana campaign, the SmartScale Incubator, SHE Investments Ngeay Ngeay project, ICT4D Resource toolkit, and other final activities. Develop drafts of quarterly and other reports for USAID by coordinating with all Project Managers to collect written inputs and compile for submission to COP; Coordinate with past grantee partners to assess the current status of ICT-enabled projects/tools for DI quarterly and final reports; Support COP to coordinate and collect input for final project report; Other duties as assigned by supervisor. Qualifications and Experience: An undergraduate degree is required, advanced degree (masters level or higher) is preferred A minimum of four years of professional work experience with at least two or more years of experience in executing monitoring and evaluation efforts Experience with USAID data reporting and MEP management Proficiency in database management and data analysis Strong writing abilities Fluent Khmer and strong English skills A demonstrated interest in technology is highly desirable Reporting: This position reports to the Chief of Party.
