Development Innovations (DI) is a six-year USAID-funded project that helps civil society organizations, technology companies, social enterprises and young innovators to design and use information and communications technology (ICT) solutions and employ innovative processes to tackle Cambodia’s development challenges.


The Grants and Admin Specialist supports the project team in all activities related to Grants and Administrative functions according to DAI’s policies and procedures and USAID requirements. S/he supports DAI grants processes, including documentation and compliance. S/he will work across program and administrative teams to track grant milestones, ensure deliverables are reported accurately and on time and capture programmatic results before finalizing payments with DI’s Finance and Admin team. This position will also support the project with employee closedown activities, including:

  1. Management and support for HR files and processes;
  2. Administration of grants, including milestone deliverable tracking, payment processes, and conducting micro audits of files;
  3. Financial payments and micro audits of finance files;

Grants Support:

  • Provide financial management support to grantees to ensure adherence to DAI and USAID grant management policies;
  • Enter programmatic / grants data, reports and milestone deliverables into the Technical & Administrative Management Information System (TAMIS);
  • Conduct micro audits of grant files for each grant as required by DAI policies, and ensure proper paper and electronic files are captured in the TAMIS database;
  • Provide financial management support to grantees to ensure adherence to grant management policies;
  • Streamline the overall process of grant activities for DI implementation;

Administrative Management Support:

  • Support the FAM and Admin team to manage all HR and personnel file closeout duties.
  • Update and maintain the DI system for personnel files, elevating any gaps or issues to FAM.
  • Ensure accurate recording of office personnel and pay records, including, but not limited to, leave taken and available, and advise the FAM and Operations Manager of the status of issues or changes on a monthly basis.
  • Support the FAM, Grants Manager and other DI project staff with administrative tasks and program events.
  • Perform other related duties as required.

Qualifications and Experience:

  • At least 3 years of work experience in Grants and Admin, recruitment, and other relevant areas;
  • Knowledge of local laws and donor rules and regulations related to personnel management and compliance; USAID experience is highly preferred;
  • Previous experience with HR teams;
  • Bachelor degree in a relevant field;
  • Excellent writing, speaking, and reading skills in English and Khmer.

Reporting: This position reports to the Finance & Admin Manager
